Council Secretary’s message

I am very happy to have the opportunity to add greetings for the official website of Lunugala Pradeshiya Sabha.

The role of a pradeshiya sabha is to formalize and administer utility services and all matters of public roads within the sabha area as well as to protect and improve the comfort, facilities, welfare of the people and the protect of the environment in area.

The local council is the closest and smallest democratic public representative body to the people of Sri Lanka. This institution is legally empowered by the Local Council Act No. 15 of 1987. Among the public representative bodies of municipalities, city councils and local councils at the lower level of local government in Sri Lanka, the local council is the only institution that has the ability to carry out legal activities in its own name with legal strength under the Act.

Although the local council is the smallest public representative body that is close to the people, those public representatives have many responsibilities to fulfill for the people in their sabha area and the said act has empowered them to fulfill those responsibilities with accountability, transparency and correct discipline.

At the same time, the development activities of the sabha area have to be managed with a budget prepared to suit the people’s need.

The control of these institutions is carried out by a council elected by the people of the sabha area.

In addition to the council made up of public representatives of a local authority, congress or committees appointed basis of the provisions of the Act have provided the method of formalizing the administration of the institution. It has created the opportunity to create more public access.

The effectiveness of a local government is determined by the quality and quantity of people’s participation. Therefore, in order to effectively and efficiently achieve the vision and mission of the institution, by managing human, financial and physical resources well and constantly receiving guidance from the top management, bringing the living conditions of the people living in the area of Lunugala local government to a higher level, I, the council secretary, and my staff It is the wish.
